WHY POLICY MATTERS
Prevention must become the new standard.
For more than two decades, Animal Balance has deployed M.A.S.H. clinics into communities where access to spay/neuter is out of reach. We’ve seen what works, but we have also seen the barriers, and we want to tear them down.
Outdated regulations, restrictive licensing requirements, and laws written before high-quality, high-volume sterilization existed as a practice.
We are working on changing that.

AB 2010 will remove the barriers to mobile sterilization in California. We are working with Assemblywoman Esemeralda Soria to make this a reality.
Assembly Bill 2010 is a piece of legislation currently advancing through the California State Legislature. It updates the regulatory framework to allow M.A.S.H. style clinics to operate on the scale California’s animal population requires, all without compromising medical standards.

WHAT'S NEXT
AB 2010 is just the beginning.
The same regulatory barriers that limit mobile sterilization in California exist, in different forms, in other U.S. states. As AB 2010 advances, Animal Balance is documenting the process, what worked, what didn’t and what other states can replicate.
Our goal is to help build a policy environment where high-quality mobile sterilization is the norm instead of the exception. That means more legislation, in more states, written with the field evidence to back it up.
